How we check an Australian policy update
A five-step method for separating an announcement from a rule that actually applies.

An announcement is a signal, not always a finished rule. We first identify the responsible agency, then find the instrument, program page or official data release behind the headline.
Check the status
Look for the decision date and the effective date. A proposal, consultation, bill, regulation and operating program are different stages. If the official page does not make the stage clear, the brief should say so.
Check who is covered
National headlines often contain state, age, income, visa, industry or transition exceptions. Read the eligibility and commencement sections before turning a broad statement into advice.
Preserve the route back
Every consequential statement should leave the reader with a link to the responsible authority and the date it was checked. The reader can then see whether the source has changed.
State the limit
